This post reported in 2015 that JR East would offer free Wi-Fi for foreign visitors at all Yamanote Line stations.
The service is called JR-EAST FREE Wi-Fi. In a press release dated 16 May 2018, JR East said the service was already in use at stations and would start on one E5 train set on the Tohoku Shinkansen from 24 May 2018. The release says the service is aimed at foreign visitors, but anyone can use it, including Japanese residents.
To connect, select the network named JR-EAST_FREE_Wi-Fi, register an email address and accept the terms. Each session lasts three hours, and there is no limit on how many times you connect in a day.
